   1. Installation steps
      1. All services - Need to clearly during installation step as to when to restart tomcat. This is required when the user has not downloaded and installed tomcat automatically and the user does not want the installer to restart tomcat automatically

      2. RRD MA - exist installation options are not robust. Split between asking if users should be created and asking if files need to be uploaded (i.e. database initialized)
