Who get in touch with a new developer

When someone joins the activity, who should be in contact with that person first: the WIL or the AL.

pros work item leader:
- has more specific knowledge about the product (in general, I think, does not hold for the TCMP)
- has closer contact with the developer in later stages

pros activity leader:
- has general knowledge about project context, knows "welcome pack"
  - The welcome pack can be defined by the AL and used by the WIL
- If the newcomer is part of different WI, it may make sense to give a general explanation first to him.
